Does every GoHighLevel sub-account need A2P registration?
Registering A2P for a dozen GoHighLevel clients means a dozen registrations, because A2P status lives at the sub-account level and does not travel with a phone number. This guide shows what an agency with N clients actually owes in brands, campaigns, fees, and copy sets, and where the shortcuts genuinely exist.
Yes, in practice. GoHighLevel scopes A2P to the sub-account: registration is done inside each sub-account’s Trust Center, and per GHL, “A2P Status will not be moved as it is at a sub-account level, not at phone number level.” Ten client sub-accounts that send SMS means ten registrations.
The short version
There is no agency-level umbrella registration that covers every client at once. What an agency with N SMS-sending client sub-accounts owes:

The direction of the flexibility is worth noticing early: one sub-account can hold more than one brand, and one brand can hold more than one campaign, but one brand cannot cover more than one sub-account.
Where GoHighLevel puts the registration
The navigation tells you the scope. GHL’s brand registration guide starts the process this way: “Click on Settings from your sub-account. Under Business Services, select Phone System. Click on the Trust Center tab” (GoHighLevel: A2P Brand Registration Guide). Campaign registration starts from the same place: “Navigate to Settings > Phone System > Trust Center tab. Then in the A2P Messaging (SMS) card, click Brand & Campaigns” (GoHighLevel: A2P Campaign Registration Guide).
There is no agency-dashboard equivalent. You do this from inside a client’s sub-account, once per client.
The clearest statement of the scoping rule shows up somewhere agencies do not think to look: GHL’s article on moving numbers between sub-accounts. It says plainly that “A2P Status will not be moved as it is at a sub-account level, not at phone number level” (GoHighLevel: Moving Numbers across Sub-Accounts). A2P approval attaches to the sub-account, not to the number, and not to your agency.
Why it is one brand per client business
The other half of the answer is not a GHL rule but a definitional one. GHL describes a Brand as “the verified business identity behind your messaging,” and draws the line with the campaign: “A Brand identifies the business sending messages. A Campaign describes the purpose and content type of the messages the Brand will send” (GoHighLevel: What is A2P 10DLC).
Each of your clients is a different business identity, with a different legal name, a different EIN, and a different address. Registering your agency once and pointing every client’s texts at it would be declaring that your agency is the sender, which it is not. That mismatch between the registered entity and the actual sender is one of the most common ways registrations fail, and it is covered in the rejection reason guide.
So the “why” is not GoHighLevel being awkward. It is that the registration exists to tell carriers whose messages these are.
What you can share, and what you cannot
Multiple brands in one sub-account: supported. GHL’s multi-brand changelog describes “support to have multiple A2P Brand and Campaigns in the system,” including “the possibility of keeping multiple brands for one sub-account” (GoHighLevel changelog).
Multiple campaigns under one approved brand: supported. GHL describes creating multiple campaigns under one approved brand with different use cases, and its campaign guide notes that “If your Brand is already approved and you want to create another Campaign, you can start from Trust Center.” A client that needs a Customer Care campaign and a separate Marketing campaign runs both under the one brand. One brand across multiple sub-accounts: not supported. This is an open feature request, not a hidden setting. A HighLevel ideas post titled “Ability to select multiple sub accounts when creating brand and campaigns for A2P Registration” asks for exactly this, from an agency running a separate sub-account per sales representative under one business EIN, calling the current process redundant and costly (HighLevel Ideas). It was posted February 27, 2024 and has 30 votes.
If a GHL agency could share one registration across sub-accounts today, that request would be closed.
The case where this actually stings: one legal entity, several sub-accounts
Most agencies are fine with per-client registration, because each client genuinely is a separate business. The structure that hurts is the one in that feature request: a single business, one EIN, split across several sub-accounts for operational reasons. One per sales rep. One per location. One per franchise unit.
You still register each sub-account separately, and each registration carries its own fee. What you cannot do is duplicate the brand carelessly, because brand registration limits key off contact information rather than the EIN. Per GHL’s Standard Brand guidance, each physical address or email supports up to 10 brands across the A2P ecosystem, the same email should not be reused across more than 5 Standard Brands, each mobile number caps at 3 brands, and Standard Brands require unique contact info per brand. The practical version: separate email addresses and separate phone numbers per brand, planned before you start, not improvised at registration four.
What N clients actually costs
Using GoHighLevel’s fees, reused from our pricing page:

For an agency with 12 Standard-tier client sub-accounts, that is $294 in one-time fees and roughly $132 a month in campaign fees, before anyone writes a word of copy. Resubmitting a rejected campaign costs nothing, which matters more than the headline fee: the expensive part of running 12 registrations is not the $24.50, it is the rejection cycle repeated 12 times.
Worth flagging for anyone quoting a client: these are the GoHighLevel-billed numbers. Direct-Twilio and direct-TCR guides quote a different fee structure for a different path, and pasting those into a client proposal produces an invoice nobody recognizes.
The trap when you move a number between sub-accounts
Agencies reshuffle numbers. A client moves to a new sub-account, a test number gets reassigned, a snapshot gets rebuilt. The number moves; the A2P approval does not.
GHL states it directly in the article quoted above: A2P status sits at sub-account level, not phone number level. So a number that was sending fine yesterday can land in a sub-account where it is attached to nothing, and the fix is reattaching it to the correct brand and campaign in the destination sub-account.
Related, and easy to miss on a fresh registration: approval alone does not wire your numbers up. Per GHL, “Campaign approval does not always mean every local number in the sub-account is already associated with the campaign.” Each local number has to be linked to the approved campaign before it works. If a campaign shows approved and messages still fail, check the association before you go looking for a rejection code.
The part that actually scales badly
Twelve registrations is twelve forms, and forms are boring but finite. What grows with the client count is the copy.
Every campaign needs its own campaign description, two sample messages, an opt-in flow description, an opt-in confirmation message, both consent checkboxes, and SMS sections in that client’s Privacy Policy and Terms of Service. Ten Trust Center sections, per client, each written about a business you do not run, each judged by campaign reviewers against the same rejection triggers.
That is where the agency-scale pain actually lives. The dental client’s samples cannot be the HVAC client’s samples with the name swapped, because the use case, the consent path, and the message content differ. The sample message rules apply identically to all twelve, which is exactly why the twelfth set is as easy to get wrong as the first.
